			<content:encoded><![CDATA[<p><a href="http://www.pece.co.uk/scp/wp-content/uploads/2008/09/scpconferenceoct08.pdf"></a>The John Smith Memorial Trust is currently seeking applications from potential candidates for its <strong>2009 Fellowship Programme</strong>, to take place in June/July next year.</p>
<p>The aim of the Fellowship is to enable outstanding individuals to study political, judicial, constitutional and other relative institutions and procedures in the United Kingdom and to share experiences of their own institutions in their countries with their peers and with British hosts and experts. We aim to foster leadership qualities in an outstanding group of individuals who on the completion of their Fellowship will return home to apply what they have learnt from each other and from the people and places they encounter in the UK. Our common purpose is to foster better relations and understanding between the Fellowship countries and the UK and between the Fellowship countries and each other.</p>
<p>Applications for Fellowships are invited from: <strong>Armenia, Azerbaijan, Georgia, Kyrgyzstan, Moldova, Russia, Ukraine</strong></p>
<p>The Trust only accepts applications from these seven countries.</p>
<p>The Trust aims to recruit high-flying and influential young leaders who will make a substantial impact on the future development of their countries. The Fellowship Programme is open to political leaders, government or local government officials, journalists/media experts, lawyers and influential young leaders from civil society or the NGO sector. The “ideal” candidate will be aged 25-35, with a track record of concern for good governance. Good written and spoken English is essential.</p>

			<content:encoded><![CDATA[<p>PECE is developing a project concept for pan-European programme of awareness raising and capacity building among key stakeholders with the focus of achieving a positive outcome that reflects commitment to action at the Copenhagen Climate COP.</p>

<p>We would like to invite expressions of interest from PECE members for involvement in developing the concept further, fundraising and delivering the project if successful. <p>The overall aim of the Energy and Environment Funding Review is to summarize the new elements of energy, environment and transport related funds available within the frame of the EU&#8217;s funding system for 2007-2013. There are several sources of funding dedicated to support activities in these fields and the following pages provide a brief overview about the funds of the current period based on experiences gathered in 2007 and 2008 as well as on the changes compared to the previous funding period. The E&amp;E Funding review also comprises some recommendations and useful links for proposers who consider applying for funding within the fields of energy, environment and transport.</p>
<p>Funding opportunities for energy, environment and transport are available through several funding schemes and programmes such as Community Programmes or Structural Funds. As a general rule, each fund has its own rules for participation, application and implementation and it is crucial to download and read the latest updated version of the guidance documents specific to each fund before starting to prepare the proposal.</p>
<p>This study is primarily meant for project proposers, who intend to brave the next round of EU calls, to give an overview and some tips on application. More detailed instructions on how to obtain EU funding can be found in the &#8220;Handbook on EU Funding 2007-2013&#8243; together with descriptions on all other funding opportunities.</p>

The event was attended by 30 PECE members and guests and a keynote speaker <strong>Ms. Anne Burrill</strong>, Deputy Head of Unit “Enlargement &#038; Neighbouring Countries”, Directorate General for Environment, European Commission. PECE members present at the event came from various organisations, including FCO, Shell International, RSPB, Environment Agency, Stakeholder Forum, and many others.</p>
<p class="MsoListParagraphCxSpLast">
<p>The keynote talk on <a title="Anne Burrill's presentation" href="http://docs.lead.org/allcohorts/abeupoliciespres.ppt" target="_blank"><strong>EU Environment Policy for Eastern Europe</strong></a> presented by Ms. Burrill was well received by the audience and was followed by interesting discussions on key elements of the presentation.  Participants were informed about new PECE web site re-design that is currently under development. New online features to support PECE activities will include a complete database of all PECE members in the UK and in the EECCA region, and tools to facilitate exchange of project ideas and cooperation proposals on environment and development issues between PECE members.  Trevor Rees reminded participants about the history of PECE and outlined the new vision for the initiative focusing on:</p>
<ul>
<li>Promotion of knowledge sharing and collaboration on environmental and sustainability issues between PECE members and EECCA partners</li>
<li>Expansion of PECE membership from UK-only to include institutions in Europe and the EECCA region</li>
<li>Development of innovative projects focusing on EECCA region priority issues, including capacity building and facilitating and managing change using PECE’s strong multi-sectoral nature</li>
<li>Database of UK and EECCA institutions – matching interests</li>
<li>Online learning groups, online collaboration tools</li>
<li>Proactive secretariat facilitating exchange and inviting participation</li>
</ul>
<p>Participants were informed about new PECE web site re-design that is currently under development. New online features to support PECE activities will include a complete database of all PECE members in the UK and in the EECCA region, and tools to facilitate exchange of project ideas and cooperation proposals on environment and development issues between PECE members.  Three working groups focused on three themes - Climate Change, Biodiversity and Sustainable Consumption and Production (SCP) – that are of particular relevance to PECE partners and identified as priority areas of focus in the outputs of the Belgrade Environment for Europe Conference (October 2007). The working groups shared experiences on the issue and explored opportunities for the PECE network to facilitate learning and exchange of good practices with EECCA partners.</p>
